Dr. Yaseen Khayyat

Dr. Yaseen Khayyat was appointed Director General of the Jordan Standards and Metrology Organization (JSMO) on 4 December 2004. He had been Director of the Industrial Chemistry Centre at the Royal Scientific Society (RSS), the premiere applied research institute in Jordan, from August 1998. He joined RSS in 1983 as a researcher and project manager of several environmental projects.

Dr. Khayyat has solid academic background in oceanography (B.Sc. from High Point University in the USA through a co-operative program with Florida Institute of Technology, 1981) and petroleum technology (A.Sc. from Florida Institute of Technology in the USA, 1982). Through two scholarships, he obtained his Ph.D. in Environmental Engineering from Cambridge University in the UK in 1993. Upon his return to RSS, he was made Head of Air Quality Division at the Environmental Research Centre (ERC), which position he held for four years until his appointment as Director of the Industrial Chemistry Centre. Dr. Khayyat has published numerous technical studies, reports and papers on a range of environmental issues.

Dr. Khayyat possesses substantive practical experience in quality management and laboratory accreditation, in addition to his core technical specialties. He was instrumental in obtaining national and international accreditation for a number of RSS laboratories, playing a pioneering role in this respect. He is credited, amongst other people, with the introduction of the novel concepts of accreditation into Jordan in the 1990s. He had been active in the areas of environmental and occupational health at the national and international levels, participating in many conferences, seminars and workshops. He authored the reference manual National Safety Code for Handling Hazardous Chemicals in Jordan, Amman-Jordan: Abdul-Hamid Showman Foundation, 1987. Dr. Khayyat represented Jordan in a number of international meetings on the vital issues of environment, chemical safety and toxic waste.

Dr. Khayyat keeps close contact with relevant international, regional and national organizations in his official capacities. At the international level, he has been a board member of the Chair’s Advisory Group of the International Organization for Standardization Committee on Developing Country Matters (ISO/DEVCO-CAG) since 2005. He acted as participating member of the ISO Council in his capacity as Director General of Jordan Standards and Metrology Organization from the year 2004 to 2006. Dr. Khayyat is an elected member of Codex Alimentarius Executive Committee (2007–present), and acted as Regional Co-ordinator of the Codex Alimentarius Co-ordinating Committee for the Near East (CCNEA) in the period 2004-2007. At the national level, Dr. Khayyat is Chairman of the Steering Committee of the Jordan National Metrology Institute (JNMI). He oversaw the implementation of the seminal and highly successful Jordan-EU Twinning Project for Strengthening Jordan Standards and Metrology Organization  (within the framework of the Jordan-EU Association Agreement), which endured from September 2005 to December 2007.

Dr. Khayyat is a member of the Board of Directors of the Jordan Food & Drug Administration (JFDA), the Civil Service Consumers Corporation and is on the Advisory Board of the "Cleaner Production Project" at the Royal Scientific Society of Jordan.

Eng. Rula Madanat
Assistant Director General for Technical Affairs -
Director of Knowledge Management Department

Rula Madanat has a B.Sc. in Chemical Engineering from Jordan University. She joined the Jordan Standards and Metrology Organization (JSMO) in 1986 as an analyst for two years, then as a quality control engineer for the Inspection & Surveillance Department. In 1996, she became Director of Knowledge Management Department at Jordan Standards and Metrology Organization, and in 2005 she was also appointed as Assistant General Director for Technical Affairs.
  Eng. Madanat’s expertise and knowledge lie in the fields of information systems, standards, technical regulations and conformity assessment procedures, in addition to her experience in the Technical Barriers to Trade Agreement (TBT) and the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) of the World Trade Organization. Ms. Madanat was a member of the Jordanian delegation in the negotiations with the World Trade Organization (WTO) and the Free Trade Agreement (FTA) with the USA. She also represented Jordan in many international, European and regional meetings, conferences, and workshops on issues concerning trade and technical barriers. Moreover, she has worked in the development and application of several management systems at
Jordan Standards and Metrology Organization (JSMO) according to international standards and guidelines relevant to TQM, certification, inspection and testing.  She was the quality management officer at Jordan Standards and Metrology Organization for seven years and headed the team responsible for King Abdullah II Governmental Award for Excellence and Transparency for two cycles.
  Eng. Madanat has also worked as an assessor for King Abdullah II Award for Excellence for the private sector for 3 cycles, as well as a lead assessor for the Jordanian accreditation system. She is a European Quality Auditor and a European Quality Systems Manager, certified by the European Organization for Quality (EOQ) and a Management Development Expert, certified by the International Trade Centre (ITC) under the Certified Trade Advisors Programme (CTAP).

Dr. Mahmoud Al-Zu'bi

Dr. Mahmoud Al-Zu’bi joined Jordan Standards and Metrology Organization (JSMO) in February 1990 as a quality engineer. In 2003, he was appointed as Head of the Standards Preparation Division and in November 2005 he was promoted to Director of the Standardization Directorate. Dr. Al-Zu’bi has a B.Sc. in Food Technology from Basra University in Iraq (1977), a M.Sc. in the same field from Baghdad University (1983), and a Ph.D. in Food Biotechnology. He has several technical studies, reports and papers on food technology issues and methods of entero-toxin detection to his credit.
   Dr. Al-Zu’bi is an expert on quality and food safety management, food hygiene control, and standardization. He takes part in conferences, seminars and workshops, and he represents Jordan on meetings on food hygiene and standardization, and keeps contact with relevant organizations, such as the Codex Alimantarius Commission. He is Secretary of the Jordan National Codex Committee, and a member of Jordan’s GMO’s Committee and National Animal Health Committee.

Dr. Haydar Al Zaben
Assistant Director General for Administrative Affairs -
Director of Human Resources Department

Dr. Haydar Al Zaben was appointed as Human Resources Director at Jordan Standards and Metrology Organization (JSMO) in May 2009. He joined the Organization in 1985, and in 2001 he became Head of the Inspection Division in the Precious Metals Department. Dr. Al Zaben has a good academic background in political science, receiving both his BA and MA from the University of Jordan in Amman in 1997 and 2000, respectively. He obtained his PhD in Political Science/Political Thinking from Cairo University in Egypt in 2009. He published two books on foreign politics and political reform and discourse.
 
Dr. Al Zaben is well-versed and has accumulated significant practical experience in political science, as well as human resources management. He has been active in the academic areas of politics at the international, regional and national levels. He also participates regularly in conferences, seminars and workshops in the field of human resources management.

Eng. Yousef  Maayah
Director of Precious Metals & Stones Department

Mr. Yousef Maayah holds a B.Sc. in Metallurgical Engineering from Sarajevo University in the former Yugoslavia. He joined Jordan Standards and Metrology Organization (JSMO) in May 1984 as an assaying engineer. In 1998, he was appointed Head of Receiving, Hand-Over & Hallmarking Division. His appointment as Director of Precious Metals & Stones Department at Jordan Standards and Metrology Organization came in 2003.
 Mr. Maayah’s technical expertise lies mainly in precious metals and stones. He was instrumental in establishing the Precious Metals Laboratory at Jordan Standards and Metrology Organization . He participated in many conferences, seminars and workshops. He also participated in a number of events on precision engineering and horology, standardization & quality control.

Eng. Amer Fakhori
Director of
Metrology Department

Amer Fakhori joined Jordan Standards and Metrology Organization (JSMO) in 1998 as a standardization officer. Prior to joining Jordan Standards and Metrology Organization (JSMO), he worked at the Applied Science University in Jordan, where he was responsible for the Electrical Engineering Laboratories in the Faculty of Electrical Engineering. In October 2005, he was handed the responsibility of the International Product Conformity Certification Program at Jordan Standards and Metrology Organization (JSMO) and became the Head of Daman Unit. In October 2007, he was appointed Director of Stakeholder Support Unit.
Mr. Fakhori holds a B.Sc. in Electrical Engineering from New Jersey Institute of Technology (1990). He is experienced in supervision of electrical engineering laboratories, conformity assessment procedures, and standardization practices, technical requirements for electrical products, and environmental management systems and audits. Eng. Amer is an ISO certified trainer for Environmental Management System and an internationally certified lead auditor. He is also active in promoting environmental management systems, conformity assessment, standardization, and has delivered training programmes at the national and regional levels. Eng. Fakhori has participated in many national and international meetings, such as ISO General Assembly, ISO technical committees, enhancing the participation of developing countries in international standardization, trade and environment, protection against industrial hazards, and the joint Arab translation task group.

Mr. Ibraheem M. Bdoor
Director of the Finance Department

Mr. Ibraheem Bdoor was appointed Director of the Finance Department in February 2010. He had been a financial controller at the Jordanian Ministry of Finance prior to his joining of JSMO staff as Director of the Finance Department.
 Mr. Bdoor has a good academic background in accounting and financial administration. He obtained his B.Sc. in Accounting from the University of Jordan in the year 1986, and subsequently he obtained his Masters degree in Accounting from the Arab Academy for Banking and Financial Sciences (AABFS) in Amman in 2004.
 Mr. Bdoor has substantive practical experience in Governmental Accounting and Public Financial Administration. He enrolled in many training courses on a number of specialized subjects, such as financial administration, accounting procedures, quality improvement, auditing / controlling, etc.
 Mr. Bdoor has been very active in the areas of management of public finances and controlling systems at the national level.  He took part in a number of relevant conferences, seminars, and workshops.
