Inspection & Surveillance Department                    (Top)

 

The Inspection & Surveillance Department is one of the main departments at JISM. It consists of  the following divisions and units:

1-   Border Control Division.

2-   Factories Surveillance Division.

3-   Market Surveillance Division.

4-   Inspection Division.

5-   Daman Unit.

 

Tasks & duties of the Department

1-   Controlling all imported materials (except for pharmaceuticals, veterinarian medicines and vaccines) to assess their conformity to Jordanian Standards (JS) and Technical Regulations and labelling requirements.

2-   Controlling local products and assessing their conformity with JS and Technical Regulations and labelling requirements.

3-   Inspection of electrical elevators prior to usage to ensure that they meet the JS safety requirements.

4-   Participation in preparing and modifying Jordanian Standards.

5-   Following-up of customer complaints regarding non-conforming products.

6-   Issuing export conformity certificates. 

7-   Issuing tender conformity certificates for governmental institutions upon request.

 

Department objectives:

1-   To ensure that locally produced and imported products are in compliance with Jordanian Standards.

2-   To assist local industries in improving the quality of their products so as to enhance competitiveness in local and international markets (in co-operation with the Standardization Department and other relevant institutions).

3-   To encourage the industrial sector to implement quality management systems.

4-   To protect consumers by ensuring the compliance of imported and locally produced products with Jordanian Standards, and by implementing effective procedures for handling complaints.

 

Inspection procedures            (Top)

1-   Control procedure on imported products with no adopted Jordanian Standards: It is the responsibility of JISM representatives at customs centres to inspect the imported goods and their compliance with the data on their label. If there is no Jordanian Standard and the data on the product label conform with the label standard, the product is allowed entry.

2-   Control procedure on imported products with the availability of Jordanian Standard: It is the responsibility of JISM representatives to take samples from the imported materials to carry out the required JS testing. For food stuff, JISM representative participates in the sampling procedure within committees formed from relevant official bodies.

-  The control officer transfers the sample (s) to the relevant laboratories with a formal letter. The control officer inscribes the actions in the daily log. Approved laboratories are:

1-   Royal Scientific Society labs.

2-   JISM labs.

3-   Amman Municipality labs.

4-   Labs of the Ministry of Health.

5-   National Centre for Agricultural Research and Technology Transfer / Ministry of Agriculture.  

- After receiving the test results from the labs, the control officer compares them with JS requirements.

a- In case of compliance with Jordanian Standards, the control officer carries out the transaction and documents this on the transaction card, then forwards the transaction to the department director for review and approval. The control officer registers the transaction in the daily log.

b- In case of non-compliance of test results with Jordanian Standards or labelling requirements, the control officer informs the Department of this. The concerned party is offered the option of re-testing, re-export, or destruction of goods.

Control procedure on local products & goods.

Planning of inspection in factories.
1-   The department director prepares plans for monthly field visits.
2-   The employee visits the (factory, plant, workshop) premises and obtains sample of the product(s) to verify conformance to the relevant Jordanian Standard.
3-   The control officer sends the samples to approved laboratories. Each sample is identified by a unique number or the transaction number. Samples are kept until the test results are known.
4-   The control officer evaluates the test results. Based on the evaluation, he/she sends a formal letter to the concerned premise as per the following:

At the end of each month, the control officer prepares a summary report of his visits and forwards it to the department director.  

 Control of the installation of electrical elevators.

After finishing the installation process, the landlord or the supplier has to fill an elevator inspection application form (initial inspection). This application must be forwarded to the Director General.

-    The Director General transfers the application to the Engineering Products Division where the staff register the application in the Elevators Inspection Log. The next step is to determine the initial inspection date after reviewing the Field Visits Log and the availability of inspection staff.

-    The division head assigns an inspector to make the field visit.

-    The inspector informs the applicant about the suggested visit date. After conducting the visit and completing the inspection process, he fills the initial inspection form.

-    In case of non-conformity, the inspector inscribes the non-conformity details in the inspection form and the process of inspection is conducted again.

-    In case of conformity, JISM issues a letter to the concerned company to initiate usage of the elevator.

 

Inspection Instructions & Fees            (Top)

JISM receives nominal fees according to the following:

-    10 JDs as service fees for custom transactions of less than 1000 JDs.
20 JDs as service fees for custom transactions of more than 1000 JDs.

-    10 JDs as conformity certificate fees.

-     20 JDs as inspection fees for custom transactions in case of non-compliance of the material with Jordanian Standards.

-     300 JDs as fees for inspection of electrical elevators.

 

Co-operation with other Institutions            (Top)

The Department undertakes these responsibilities in co-operation and co-ordination with official parties, such as the Ministry of Health, the Ministry of Agriculture and the Royal Scientific Society (RSS), which perform the inspection and testing on samples delivered to them by the Department.
