Instructions for Issuing Conformity Certificates for non Jordanian Products
No (2) for the Year 2005
Issued by Virtue of the Article No. (20) of the Law of Standards & Metrology
No. (22) for the Year 2000

 
 

Article 1:

These instructions shall be designated as the instruction for Issuing Conformity Certificates for non Jordanian Product No (2) for the Year 2005, and shall be effective from the date of their promulgation in the official gazette.

 

Article 2: Definitions

The following terms and phrases, whenever they occur in these instructions, shall have the meanings specified hereunder unless the context indicated otherwise:

·        The law: the Law of Standards & Metrology No. (22) for the Year 2000

·        JSMO:  Jordan Standards and Metrology Organization.

·        The Board: Organization management Board.

·        The president: the Board president.

·        General Director: The General Director of the Organization.

·        The instructions: Instructions for Issuing Conformity Certificates No (4) for the year 2002.

·        CT: certification department in the institution.

·        The firs party: The legally licensed industrial organization requiring a conformity certificate.

·        The second party: the party asking the first party for a conformity certificate.

·        The Standard or Requirements: the standard or requirements determined by the second party for product compliance.

·      Non-conformity: the violation of the product with any of the standard requirements. 

·      Conformity certificate for a product: a certificate issued by the certification department to certify that a certain quantity of product conforms to certain standards or requirements.

·      Consignment: a certain quantity or batch of products.

 

Article 3: Conditions to Obtain the Conformity certificate for the products:

In addition to conforming to all the requirements of these instructions, the Jordan Standards and Metrology Organization (JSMO) issues conformity certificate for the first party if it fulfills these conditions:

   a)  Availability of product standard.

   b)   Conformity of product to the standards.

   c)   Commitment to provide CT with all required information.

   d)   Paying all certificate issuing fees and the testing fees.

   e)  Accuracy of all data & information provided by the first party.

 

Article 4: Steps for Obtaining Conformity certificates and the Issuing procedures:

1.      The first party requesting for a conformity certificate shall apply for that by formal application form for each specific consignment, by filling forms prepared by the institution for this purpose.

2.      CT will inspect the stored goods and draw a representing sample from the consignment to be exported so as to perform testing to check conformity with the standard.

3.      CT will inspect all documents and facts related to the product and any certificate from the origin country

4.      CT will issue the conformity certificate if the testing results showed that the sample conforms to the standard

5.      If the testing results showed that sample is not conforming to the standard, the CT will inform the organization that the application is rejected explaining the reasons.

 

Article 5: Testing Laboratories:

In order to check conformity of the products, the department approves the test results of Organization laboratories or the laboratories recognized by The Jordan Standards and Metrology Organization (JSMO).

 

Article 6: Charges and fees:

1.      The organization shall pay all testing fees including any charges needed for handling or transporting samples to laboratories

2.      the organization shall pay (40) JD for each certificate.

3.      the organization shall pay (10) JD for any additional copies of certificate.

4.      the organization shall pay (10) JD for inspecting wages.

5.      the organization shall pay (10) JD for the inspector.

 

Article 7: General Rules:

1.    The first party who obtained the conformity certificate shall not use the certificate for advertising except after referring to the department.

2.   The Jordan Standards and Metrology Organization (JSMO) has the right to keep some of the samples drawn from the consignment.

3.   The Jordan Standards and Metrology Organization (JSMO) has the right to inspect the consignment given a conformity certificate in any time.

4.    Any cases can not be tackled with these instructions, or if any problems rose during applying them, the matter shall be referred to the board to take the appropriate decision.


 

Article 8: Confidentiality:

All the documents - provided by the first party relevant to quality- shall be handled with confidentiality according to the internal procedures of the Jordan Standards and Metrology Organization (JSMO).
