Fees for Testing Precious Metals
Instructions No. (6)/2004
Gold, Silver and Platinum Jewellery Assaying & Hallmarking Fees
Issued according to Article No. (27) of the Standards & Metrology Law No. (22)/2000
First: Manufactured gold jewellery assaying and hallmarking fees:
1. One hundred fils for hallmarking each gram of manufactured gold jewellery.
2. Thirty fils for hallmarking each gram of manufactured silver jewellery.
3. One hundred fils for hallmarking each gram of manufactured platinum jewellery.
Any jewellery that has manufacturing fees is considered as manufactured jewellery.
Second: Five JDs for assaying samples of manufactured gold intended for export, unless their owner asks to hallmark them.
Third: Five JDs for assaying samples of imported manufactured gold that are not subjected to hallmarking.
Fourth: Three JDs for assaying any manufactured sample.
Fifth: Non-manufactured jewellery in the form of granules or powder is considered as one ingot.

Seventh: These instructions supersede any previous instructions in conflict with them.
Eighth: These instructions are applied from 1 January 2002.
These instructions are valid one month after the date of publication in the official gazette journal; applied from 1 January 2002.

Instructions No. (6) for the Year 2004
Supervision Instructions of Gold Jewellery
These Instructions are issued in accordance with Article (21) of the Standard and Metrology Law No. (22) for the Year 2000
Article (1): These Instructions are called "The Supervision Instructions of Gold Jewellery", and they come into force from the time of their publication in the Official Gazette.
Article (2): The words and phrases stated in these instructions have the following designations, unless otherwise inferred from the context:
Trader: Is the person or body that sells or buys gold jewellery.
Manufacturer: Is the person or body that manufactures gold jewellery or trades in them.
Precious Stones: Natural stones obtained from the earth or sea, such as emerald, corundum, sapphire, ruby, diamond and natural pearls.
Semiprecious stones: Natural stones obtained from the earth or sea, such as topaz, turquoise, alexandrite, natural coral and cultured pearls.
Artificial precious stones: Man-made stones with the same composition as their natural counterparts.
Imitation stones: Products made of glass or other material manufactured in such a way as to look like precious and semiprecious stones, such as pearls and coral.
Section (2): Trade in Gold Jewellery
Article (3): It shall be strictly forbidden to buy, sell, display, or possess gold jewellery unless all the items carry the stamps of both the manufacturer's trademark and the Organization hallmark.
Article (4): Dealers shall not deal with gold jewellery manufacturing workshops unless the latter are properly licensed and have registered trademarks.
Article (5): Gold jewellery shops shall not be allowed to possess or display for the purpose of selling:
Counterfeit and imitation jewellery.
Gold-plated jewellery made of metals other than gold.
Article (6): It shall be illegal to sell jewellery outside the licensed gallery. It shall also not be allowed to make use of the services of distributors unless they are the owners or bona fide shop employees.
Article (7): The dealer shall clearly display in his shop a price list of all gold karat measures.
Article (8): Gold jewellery ornamented or studded with imitation stones of a weight of more than two grams shall be sold with the deduction of the weight of the stones, and this shall be stated in the purchase bill.
Article (9): The purchase bill shall contain the following information clearly and in detail:
The items purchased, the weight in grams to the hundredth of a gram, the karat measure, the date, price per gram, the overall price of the jewellery and cost of labour for each wrought item.
Article (10): The goldsmith shall be considered responsible for the quality of the jewellery that bears his hallmark and the dealer shall be held responsible for jewellery with unrecognized hallmarks or with counterfeit ones.
Article (11): The Jordan Standards and Metrology Organization (JSMO) hallmark shall be considered as a guarantee to the buyer from the goldsmith, the dealer, the importer or exporter that the quality of the bought item is as indicated by the stamp. The Jordan Standards and Metrology Organization (JSMO) shall not be held responsible for any action by the goldsmith or the dealer that is deemed in contravention with these Instructions.
Section (3): Smithing of Gold Jewellery
Article(12): Gold jewellery consisting of one piece, such as rings or bracelets, shall not contain more than one place of welding.
Article (13): Gold jewellery consisting of more than one part shall have the same gold karat measure in all parts including the welding material.
Article (14): Whole ounces shall be smithed using gold karat measure of 999.9 (24 k and 100% fine gold content) with weights of 31.1 grams.
Article (15): "Rashadi liras" and "English liras" shall be smithed using 21 karat measure in seven- and eight-gram weights respectively.
Section (4): Hallmarking Gold Jewellery
Article (16): For hallmarking by the Organization, the goldsmith shall present his jewellery properly stamped with his trademark. Otherwise, it shall be rejected by the Organization and hallmarking shall be withheld.
Article (17): The goldsmith shall enclose a written statement of gold measure, weight, and kind of jewellery for which he seeks Organization hallmarking.
Article (18): The jewellery presented for hallmarking shall be in the final manufactured form down to the finest details. No alterations shall be allowed to be made on hallmarked jewellery unless permission is obtained from the Organization.
Article (19): Locally manufactured gold jewellery are hallmarked according to the presented statement of measure. If a discrepancy is detected upon testing, the jewellery shall be smashed and returned to the applicant, who shall be liable to paying the full hallmarking fees.
Article (20): Imported jewellery shall be hallmarked if and only if they are within the allowable karat measures and if they conform through testing with the declared karat measures. Otherwise, the applicant shall be given the choice of either re-exporting or having his jewellery smashed, and in both cases the applicant shall be charged for testing one sample only.
Article (21): Gold jewellery studded with local or imported gem stones shall be subject to hallmarking.
Article (22): Gold jewellery intended for export shall be exempt from Organization hallmarking unless the concerned party demands otherwise.
Section (5): Gold Jewellery Scales
Article (22): Gold jewellery scales must adhere to the following conditions:
1. The scales shall be housed in a special cage to protect it from air currents.
2. The scales shall be especially designed to weigh precious metals.
3. The scales shall conform to Jordanian Standard No. (911) for the Year 1992 and its amendments.4. The scales shall work to a precision level II.
4. It shall be possible to stamp a seal on the scales and place protection marks after calibration and verification.
Section (6): Sanctions
Article (23): Persons who act in contravention with the articles of these Instructions shall be liable to penalties and punishment sanctioned by the Standards and Metrology Law No. (22) for the Year 2000.
Section (7): Validity
Article (24): These Instructions supersede and cancel Instructions No. (5) for the Year 1996.
